Mizoram Pollution Control Board (MPCB) was constituted by the State Govt. vide Notification No. B.11012/59/88-FST dt.22.09.1989 in exercise of the powers conferred under sub-section (1) of section 4 of the Water (Prevention & Control of Pollution) Act, 1974 read with sub-section(1) of section 5 of the Air (Prevention & Control of Pollution) Act,1981 following the adoption of the Water (Prevention & Control of Pollution) Act,1974 and the Air (Prevention & Control of Pollution) Act,1981 as on 31.03.1989. 

Under the above said Acts, the Mizoram Water (Prevention & Control of Pollution) Rules, 2002 & the Mizoram Air (Prevention & Control of Pollution) Rules, 2002 were passed by the Government of Mizoram vide its Notification No. C.18012/12/2002-FST dt 9.4.2003 and the whole of Mizoram has also been declared as Pollution Control Area vide order No.C.18012/12/2000-FST dt 2.7.2002.

The term of the office of members of the Board is three years; the Board was last reconstituted vide State Govt.’s Notification No. B.11013/9/2017-FST dated 10.10.2018, presently comprising of 14 members, headed by part time chairman, Dr. CH. Muralidhar Rao (IFS), PCCF (WL) & Chief Wildlife Warden with Shri C. Lalduhawma, E.E, MPCB taking charge of the Member Secretary. 

MPCB is under the Department of Environment, Forests & Climate Change, Govt. of Mizoram.  Financially it mainly depends on the annual financial assistance from the State Govt. which is released as Annual Grant-in-aid through its Nodal department.

The functions of the Board is to exercise powers conferred on and perform functions and duties assigned to it under the above Acts in order to abate and control pollution in the state. 

The office of Mizoram Pollution Control Board has been functioning in its own building since November, 2017, constructed at New Secretariat Complex, Khatla, Aizawl with the help of financial assistance from the Ministry of Environment, Forests and Climate Change, Govt. of India and the state marching share from the State Govt. at the total cost of Rs. 2.5 crore. The office building is a four-story building having floor area of 883.3 Sq.m and with the Laboratory occupying whole of the second basement which is fully functional with water, air and biological monitoring sections.
